Abstract

Perguruan tinggi tidak lagi dipahami hanya sebagai lembaga pendidikan dan penghasil pengetahuan, tetapi juga sebagai penggerak perubahan sosial dan pembangunan berkelanjutan. Di Indonesia, peran riset perguruan tinggi dalam mendukung transformasi hukum tata negara dan tata kelola pemerintahan masih belum terumuskan dan terlembagakan secara kuat. Artikel ini bertujuan untuk mengkaji peran universitas berdampak dalam mendorong perubahan hukum tata negara melalui kegiatan riset yang berorientasi pada kebutuhan masyarakat dan inovasi berkelanjutan. Penelitian ini menggunakan metode penelitian hukum normatif dengan pendekatan kualitatif, melalui analisis terhadap konstitusi, peraturan perundang-undangan di bidang pendidikan tinggi dan riset, serta kebijakan terkait. Hasil penelitian menunjukkan bahwa riset perguruan tinggi yang berorientasi dampak berkontribusi pada penguatan tata kelola konstitusional melalui dukungan terhadap perumusan kebijakan berbasis bukti, pembaruan hukum dan regulasi, pengaruh terhadap praktik penafsiran peradilan, serta peningkatan partisipasi publik. Artikel ini menyimpulkan bahwa pelembagaan universitas berdampak merupakan unsur penting dalam membangun hukum tata negara yang responsif, demokratis, dan berorientasi pada keberlanjutan di Indonesia.
